As Ontario’s real estate regulator, RECO enforces the legislation that governs real estate in the province. This means that real estate professionals (often referred to as “real estate agents”) must be registered with RECO in order to trade in real estate, and it is also our role to enforce the rules, regulations and Code of Ethics that they must follow. We do this work on behalf of the government of Ontario, protecting the public interest through a fair, safe and informed marketplace.

The Role

Under the direction of the Director, External Relations, the Manager Communications manages a broad range of communications activities of the Council and develops and implements communications plans and policies that support the Council's strategic goals and objectives. This role manages the day-to-day operation and activities of assigned staff; sets team goals, objectives and service levels. The Manager will have the responsibility of leading the development of RECO’s consumer awareness advertising campaign plus overseeing brand reputation through various print and on-line products including RECO’s public website.

Position Responsibilities


  • Oversees the select communications staff (department coordinator, and graphic designer) to ensure the effective fulfillment of objectives assigned and ensures the flexibility to move swiftly in response to unplanned communications challenges and opportunities
  • Participates as a member of the Management Group and provides communications support to other departments/areas as needed
  • Conducts annual performance reviews of direct reports; monitors performance and facilitates appropriate training/development opportunities

Corporate Communications

  • Responsible and accountable for the ongoing development of the Council’s brand and image
  • Monitors and maintains corporate identity standards and communications policies; ensures communications are consistent with corporate direction and established priorities; ensures communications are clear, concise and accurate

Media Relations

  • Prepares media releases and media kits; consults with key staff to determine appropriate content and timing; ensures news section of the website is updated on a regular basis
  • Oversees media monitoring activities and ensures that media reports of interest to the Council are circulated and/or filed as appropriate
  • Proactively promotes the Council; seeks new opportunities to enhance the Council’s public profile through earned media

Registrant/Consumer Communications

  • Plans and manages advertising programs and other consumer awareness activities
  • Oversees the website design, architecture and content; identifies and/or responds to stakeholder needs by continually enhancing and updating information
  • Manages outside suppliers

Employee Communications & Stakeholder Relations

  • Work in partnership with Internal Communication to develop and/or disseminating information to staff related to a variety of programs, services and initiatives; ensures staff are aware of all external communications efforts; works with key staff to develop talking points or questions and answers for staff required to respond to registrant/consumer inquiries
  • Work in partnership with Stakeholder Relations to develop and/or disseminating information to stakeholders related to a variety of programs, services and initiatives; ensures stakeholders are aware of all external communications efforts; works with key staff to develop talking points or questions and answers for staff required to respond to stakeholder inquiries
  • Supports staff training/education efforts as required



  • Degree or Diploma in Public Relations, Communications, Journalism or a related subject area
  • 5+ years’ experience
  • Public relations / communications professional with demonstrated abilities and in communications planning and brand management
  • Experience in dealing directly with the media
  • Management experience in a communications or public relations department
  • Ability to communicate clearly, concisely and accurately in both written and oral form; ability to deal effectively with senior decision-makers; experience representing an organization and its views in the public arena
  • Superior research, writing and editing skills; experience preparing a broad range of print materials; demonstrated versatility in writing for various formats and different stakeholder groups


  • Knowledge of the real estate industry
  • Familiarity with the Real Estate and Business Brokers Act, 2002 and associated regulations
  • Experience working for a regulatory organization or similar organization
  • APR or ABC designation

Job Grade: 11                                
Starting at: $70,900/year
